Willoughby Walk’s ‘Register Interest’ Site Now Open

After a year and a half of construction, ENM is proud to announce that their 191-unit purpose-built rental project, Willoughby Walk in Langley, is nearing completion.
Daniel Greenhalgh, co-founder of ENM Construction, expects huge demand for the new units, so pre-registering is an essential step for interested applicants. The recently constructed Boulevard Townhome Community in Willoughby Center sold out with 24 hours of opening, and there will most likely be the same demand for units in Willoughby Walk.

ENM worked with Langley Animal Protection Society to construct an ISOasis for sick and injured cats. Two months after opening, we check on the progress.
On April 12th, the Langley Animal Protection Society held a grand opening ceremony for its brand new ISOasis shelter for sick and injured cats. In its first two months, the one-of-a-kind shelter has been a huge success.
ENM On Langley City Council’s Approval of SkyTrain

The City of Langley is faced with a choice between a SkyTrain extension and a less expensive Light Rail Transit system. They choose the SkyTrain.
The other con is, of course, the $1 billion difference in cost between the SkyTrain and the Light Rail Transit option. But there have been cost-benefit analyses done by Translink and other groups in support of the SkyTrain that say SkyTrain will save money in the long run, while the LRT would be a net loss to the economy. When you’re looking at the booming population growth we’re going to experience in Surrey and Langley, the SkyTrain makes a lot more sense as a long-term plan.

Why Langley Has Less “Empty Homes” Than Vancouver

When politicians speak about the housing crisis in Vancouver, their most sure-fire crowd-pleaser is to bemoan the plague of empty homes owned by absent foreign investors who use Vancouver real estate as a ‘safety-deposit box’ for their money. No one wants to live in a neighborhood of falsely inflated home values and empty restaurants and coffee shops.
While the problem can often by overstated by alarmist politicians looking to drum up votes, the empty homes issue is indeed significant enough to warrant certain policy protections against it. The foreign-buyers tax and speculation tax that were recently introduced by the NDP are too expansive, we believe, to adequately address the problem. But we’d certainly support more efficiently targeted measures to cut down on the practice of speculation in the real estate market.

A recently released survey of BC residents found that 86% of respondents believe the government should be doing more to curb foreign and speculative investment in B.C. real estate. 58% of respondents believe that we should consider an outright ban on foreign buyers of B.C. real estate.

The Demand for High-End Rentals

When analysts diagnose the root causes of the housing crisis in metro Vancouver, they nearly always point to the lack of new construction of purpose-built rental properties. There have been virtually none built in the last 40 years, mainly due to the big incentives the province has placed on building sale properties.
Our co-founder, Daniel Greenhalgh, believes strongly in this vision. “I think we in B.C. could be doing more to incentify the construction of new purpose-built rental properties, like ours at Willoughby Walk. Right now, the approval process for permits is about the same as for market condos. We should encourage municipalities to streamline applications for purpose-built rentals and affordable housing projects.
ENM Responds to NDP’s New ‘Speculation Tax’

The goal of these taxes are to make housing more affordable for middle and low-income families in B.C. However, most developers, including us here at ENM, strongly believe that the new taxes will do exactly the opposite.
In February, the NDP released its budget for 2018. For the first time, developers and real estate professionals got a look at the details of the many new taxes the party had promised in their campaign. This included the new “ speculation tax”, which the NDP said would help curb foreign investments in the B.C. housing market.
With the new NDP government, the market is a lot more volatile than it’s been in a long time. This government is willing to watch the real estate bubble burst, and in some ways, they want to help bring housing prices down, or at least mitigate demand through heavy taxation. This makes places like Langley much more attractive to rent or buy.
Are Manufactured Homes the Last Stand for Affordability in BC?

We’ve all seen the Trailer Park Boys. Or at least seen the posters. We all know there’s a bit of a stigma to living in a trailer park – or the more professionally-termed ‘manufactured home park’. But when you’re in the middle of a housing crisis, where the cost of a new home is out of reach for the vast majority of mid-to-low income families, these parks are taking on a new kind of shine.
With development fees and rising land costs, it’s very unlikely that new manufactured home parks will be built in the Lower Mainland. Still, province-wide, they remain by far the least expensive housing option. We only hope that measures intended to reign in greedy homeowners don’t inadvertently drag manufactured home owners in their wake.

Why the “Speculation Tax” Isn’t Really a Tax At All

Back in February, the new NDP government released its 2018 budget, and it included a myriad of new taxes. As expected, there was a ‘speculation tax’ in the package, as the party was elected largely on its promise to crack down on the foreign investors who most believe are artificially inflating our housing market.
Daniel Greenhalgh, ENM’s co-founder, points out that the rich condo-flipping foreign investors that Vancouverites see in their nightmares simply don’t have much of an impact on our home prices. About 5-7% of homes sit empty, but many of these are owned by permanent residents who need to maintain their status. They’ll own for at least five years until they can apply for citizenship. In this view, the problem is an exploitation of the immigration system, not a distortion of the housing market.

The Challenges of Rising Construction Costs

Last year, the province committed to making every building net-zero energy ready by 2032. They’re doing it in five steps, incrementally over the next few years, so right now we’re still at STEP 1. This is obviously great for the environment - but when we’re talking about rising housing costs as the greatest social crisis affecting the province, these mandated energy standards are going to dramatically add to the problem.
One of the root causes of the crisis in affordable housing is the ballooning costs of construction in the Lower Mainland. The costs are higher in Vancouver across the board than anywhere else in the country. This is because Vancouver has its own uniquely strict building codes with higher standards than most other regions. In Vancouver we need to account for sustainability elements, amenities and seismic design.
Developing and Keeping a Good Work Force

We know that our reputation is what’s going to determine our success, and the team we form is the key aspect of maintaining that reputation for reliability and quality. So, Colin and I have been lucky that we’ve attracted such a great team, and we want to keep them together and keep them working for as long as we can.

What the ISO Shelter means for cats at LAPS

LAPS identified a problem with its sheltering of cats who suffered from communicable diseases. First of all, there was no stopping the spread of disease amongst the population of animals at the shelter, and second, there was virtually no hope of healing these cats and preparing them for adoption when they were housed together with healthy cats and dogs.
The team at ENM Construction has staked its business model on searching out projects that will not only turn a profit but will provide a benefit to the community. CAP RATES 101

The essence of a cap rate is a reflection of risk in the market that it is being applied. The more mature the market, the lower the risk, and therefore the lower the cap rate someone is willing to accept. Think of it as your return on your investment -- so if you want a safe investment, then the interest rate you will be able to earn on that investment is likely the lowest rate.
